Alerting after Stayman and 2NT rebid

Once upon a time we alerted Stayman, because partner didn't promise a 4 card major, but decided that was dumb.So that was changed sowe alerted the 2NT rebid over a 2D or 2S response, because that didn't promise a four card major. (For most, 1NT- 2C - 2H - 2NT denies 4 spades, and is an alert) If you play 2c promises a four card major and a direct 2NT is a simple raise, bear with me.

Now, right out of the ACBL computer, theregulations for directors to readstates (I kid you not): "When it becomes evident that the two club bidder either does not have or tends not to have a four card major, an Alert is required at that time." yeah, that's clear....

So with my regular partner, in many years of experience, I have worked out that he does not have a 4 card major when he rebids 2NT 51% of the time, so I of course dutifully alert. However, my partner, in the same period of time, has noticed that I do not hold a four card major 49% of the time. According toa reasonableinterpretation of this regulation, when I rebid 2NT, he is not supposed to alert. Can this be for real?

Do Not Alert if the auction 1NT - 2C - 2D/S - 2NT does not promise a 4 card major
Do Not Alert if the auction 1NT - 2C - 2D/S - 2NT does not promise a 4 card major unless you are claravoyant or have a really great signalling system
Alert on Monday Wednesday Friday or during a full moon, otherwise do not alert
