So I think the committee blew it. West had to consider what his bid meant in an unexpected auction (South's 4 call is unexpected over 3.) So now he needs to consider the weakest way to get to 4.

None of that changes that the auction is forcing. E/W did a poor job of explaining that, but for the committee to comment on the HCP value of the East hand as evidence that the auction was NF is awful.

I would guess that East bid 3 instead of 4 to

1) prevent a misunderstanding - perhaps they play texas only through 3, a common treatment

2) get to spades if West can bid 3

I'm shocked by the ruling, both by the table director and committee.
