Bidding a monster after the opponents open

I was operating the vugraph at the Vanderbilt yesterday, and watched the following hand :

I think the hand is approximately correct, I'm not sure about the dealer or vulnerability. South tanked for quite a while before bidding 4NT. It worked out OK for N/S, they got the lead of the heart A, declarer ruffed, and misguessed the trump Q. East returned a diamond, and 12 tricks came home.

My question is this : if South had bid 3C at his third turn (double, followed by a cue bid, followed by a new suit), would it have been unconditionally forcing? 

Obviously a tough problem, any other thoughts?
