Assume the double is modern "Expert Standard", NOT Woolsey style. Opponents are middle of the road in terms of style.
A 4N overcall would have been defined as a 2 suited takeout.

My understanding of expert standard is something like "takeout, but probably passed at least as often as not."

Advancer routinely bids with 5-5 shape, or a 6-card suit, and tends to pass otherwise, but may judge to bid on some less distributional hands. The judgement would take into account vul, estimated likelihood to make (either contract), opps' style, etc.

Whatever one calls this double, the doubler can (obviously?) have a wide range of hand types. Although Kit Woolsey calls this double "penalty", other Bridgewinners discussions have clarified the he and those who call it takeout are actually doubling on most (not all) of the same hands

Though it's been discussed on other threads, comments here clarifying how various experts describe this double would be welcome.
