Using 3 as the checkback bid after opener bids either minor and then jumps to 2NT is an invention of Bobby Wolff's. 3, instead, is a relay to 3, after which

a) Responder might pass with a long diamond suit and a weak hand.
b) Responder might bid 3 (repeating the suit) with a long suit and a weak hand
c) Bidding 3NT as showing club support with mild slam interest

3 fits in nicely as a checkback bid.

A variation exists, in which opener has an option of bidding 3 rather than being forced to bid 3 as above, but I rather favor the method described above. It works just fine, thank you.
