North opens 1, so since he's not vulnerable, East may overcall 1. South doubles to show exactly 4-card and West makes a limit raise of with a 2 cuebid (or goes low with just 2). North bids 2, East passes, and South probably also passes since North didn't do anything terribly encouraging. West knows East is short in but he already stretched to show his hand as a limit raise and he only has 3-card support, so he's done.
Turns out that even if EW had pushed NS up another level, declarer would be ok in 3. The trump break is unpleasant but with good guessing on the J, declarer can get away with losing just 1, 2, and 1 - setting up all the outside suits (which the defense probably helps with) before pulling all the trump.
