Analysis by Robert Todd

South opens 1 and West passes. North starts with a 2/1 bid of 2, and South bids 2 waiting. North bids 2, and South bids 2NT, so North bids 3, patterning out. South has nowhere to go but 3NT, and even if North makes one more push with 4NT, South won't bite.
3/4NT is fine - declarer could lose the top 2 but then is fine when the K is onside, giving him 4, 1+, 3 (maybe even 5 if he takes the finesse), and 4 - so it's possible the defense doesn't get both of their and actual NT tricks taken could vary pretty widely. (Of course, double dummy we can see that it's possible to get all 13 tricks in or , but those are both in 7-card fits on finesses, so not good bids!)
