West passes (maybe 2, but red with such a bad suit, probably not a good idea), and North also passes because he's too weak to preempt. But East opens 2NT and South might pop in with 3 (not DONT , but still a good suit), which actually makes West's bid a little more complicated. If transfers are off, he can just bid 3 and let East rebid 3NT; but if transfers are still on, he might have to just guess at 3NT himself. But it seems pretty reasonable to get to 3NT with EW.
If West had preempted, they might have has a shot at getting to the slam, but it would have been from the wrong side! (North can lead a to get South a ruff and the A.) But here in 3NT, everything's fine. Declarer can win the opening and then run the , and then will have to decide whether to risk the contract by taking the finesse or not - at matchpoints he almost certainly should!
