The auction on this hand can take many shapes. North can open a weak 3 with his 7 suit suit. Now East will be in a quandary. Should he bid 4, or double for penalty. If you play takeout double through 3, then it is takeout. Some partnerships play it through 3 or 3. Whatever your agreement is West with his 7 card suit thought that a double 3 no-vul will yield much. So E/W ends in 5.

In 3 doubled, North will lose 2, 2 and 1 for -100. In 5 by West, he will lose only 2 making 5s. I do not think E/W will ever be able to play this hand in 4.

North opens 2, and East passes (only one preemptor per hand!) South has a lovely hand but a serious stopper problem, so he bids 2NT to ask for a Feature or as Ogust. This is probably enough to keep West quiet (might have balanced, but not bid now), and North shows the hand as agreed - Feature or none/bad (maybe stretched to good) hand, bad suit - and so South probably just lets this go at 3.
It just so happens today that since the K is singleton and the K is good for a pitch, this makes 11 tricks if declarer gets all that right.
