Correct use of the Stop card

Should the Stop card be used before the 2 bid? It's certainly a skip bid, but the EBU Blue Book gives the definition of "a bid at a higher level than the minimum in that denomination", which this doesn't satisfy. Is this an error on the part of the EBU, or is the Stop card simply unnecessary here?

 

Further to that, when undiscussed should it be treated as a weak jump overcall? NS do not have a weak 2 open available, so the hand type is certainly free, but given that it gives the opponents extra space it's not a particularly good pre-empt.  It could just be lead-directing, as it's a much safer overcall to make than 4 for that purpose. I myself would have preferred it as a fit-jump. Any thoughts on what is the best treatment?
