I observed this deal on Saturday (supposedly board 22 from TCG although I can't find it there).

The result was a paltry +150 for North-South.  As the cards were, 13 tricks were possible and 12 tricks were odds-on.  Clearly, a game should have been reached.

South, a devotee of a "purish rule of 20", berated himself for not upgrading with two tens well-positioned and not opening 1D.

North didn't like the weak spade suit.

South thought that to be good news (with only one possible loser in spades, that at least a raise to 4C was in order).

How might you assign the blame for not reaching game?
