2 lead attitude , low from dummy was played instantly (all agree). East tought from 10 to 20 seconds (10 according to west, 15-20 according to declarer) before playing the 9. Declarer kicked the A and west continue a low . After cashing the declarer choose to play on rather than take the finesse believing the to be blocked.

Declarer claimed that there was no reasons for the slow play of the 9. EW argue that the low was insta-play and that if you want to be BIT protected you have to play in tempo yourself , declarer argue that East should have said "there is no problem im thinking about the whole hand". The director was called.

Insta-play from dummy is a fair tactic but RHO can think 20 seconds and its not a BIT.
Insta-play is fairplay but you get no recourse in cases like these even if RHO make a long tank.
Insta-playing and calling the director after to be protected is somewhat unethical.
