Follow-up after a reopening

I don't find much information on how to bid after a reopening bid in my bridge books (maybe I read the wrong books). A number of bids cannot have their "normal" meaning. What else can (1)-P-(P)-2;(P)-2 be but a bad 5crd or 4crd suit, some kind of -fit and less then 3 in ? After all you couldn't overcall 1 or double. I guess those kind of bids can be invented if the situation comes up and understood by pard. But apart from that I'd like to have some general rules and need your help.
