FSF in XYZ

In the context of a weak NT and XYZ, what should

1 - 1 - 1 -"1"  ("2")

mean?

"1S" is a relay to 1NT, whereby responder can then pass (stronger declaring) or show varying measures of support for Cs or Hs. "2S" DNE. XYZ appplies. Opener need not accept relay.
"1S" is FSF ("2S" showing 4+ spades) and XYZ does not apply
"1S" is FSF ("2S" showing 5+ spades) and XYZ is then used to specify different holdings.
