The board is from an IMPS K/O match. At the end of the bidding west asks to south(his screenmate) about the bidding and learns 3 is at least 5-5. He leads the A which goes 2, 10, 4 and switches to 8, killing the entry to deal with the trumps in the E hand. Now the declarer plays 2 to the A, while East plays the well-known false card of 9 imagining a whole different scenario which hopefully ends with declarer misguessing the trumps. This helps the declarer to ruff a  high, finesse against the J and claim +920.

Just after the set, while EW are arguing about this board, E learns he wasn't told that 3 showed 5+ and goes to the tournament director. His opponents say that:

1) 3 is 5-5 in general treatment and doesn't need to be alerted

2)even if it isn't, East could've just asked the dummy when he has this trump holding

3)and even if 3 is 4+, playing the 9 is a disaster if partner has 10 or any hand that declarers hearts are not solid.  

As an opposite argument east says he could picture a deal which declarer going down with a misguess and he needed to make a fast decision. He agrees he might have made a bad play ; but if he knew, he would never think about trying a false card with partner known to have a void.

After a 2.5 hours long review, director decides that the table score stands: 6 just made for +920 and 14 imps to NS with 6-1 at the other table.

The situation is still a mystery to me. It doesn't look fair to hang N for not alerting a bid which most of us wouldn't (S didnot alert either, was asked); but it is also right that if East had all the information he would never go wrong. So there are lots of questions. Should N have alerted 3? Should E have asked? Does the 9 play deserve the result regardless of what happened? Or should it be a split score punishing both sides? Or is it just fair to appeal and lose?
