Intervention of our miniNT

White in 1st and 2nd position my partner and I open a 10-12 NT (strong context). Usually this works as a red flag on opponents to bid on subpar hands, fearing the world gets stolen from them.

To bid constructively we have T-Lebensohl in our arsenal, and over 3-level intervention we prefer to play take-out doubles.

But how to cope best with 2-level intervention? How to extract as much juice from the opponents as possible?

Do you like/suggest to play penalty doubles? And stick to penalty doubles throughout the rest of the auction? Any other ideas/approaches?

Play penalty doubles
Play takeout doubles (so 1NT opener has to reopen with X more often)
Play balanced/we have majority doubles
