After West's 2 bid, North decided to ask what the meaning is.

Law 20 (edited) says she can do this. But it's illegal. Right? Give N/S a 1 trick penalty. After they misdefend by never leading hearts the score will be 140 for E/W.

 

Just like in a long auction your RHO surprises you by bidding 7!N when you have an ace. That's not an excuse to break tempo. That's part of the game.

Fix the laws so it's easy to understand.
