Limit or forcing?

Playing a natural bidding system (1=4+), is the 3-bid in the auction below a limit or (game)forcing raise?

1 - (D) - R - (1) / P - (P) - 3

A relatively simple question, at least I thought. However, there appeared to be a lot of different views (and I could't find anything in bridge literature). Please comment on your answer.

Another interesting issue that might influence your choice is the meaning of 2NT/3 (instead of redouble), in particular when playing standard or reverse 'Jordan' (in Europe called 'Truscott'). And finally, if the jump was to 3 of opener's major, would that be the same?
