Minor suit bidding over notrump

Assume you have in your arsenal a way to describe 3145 type hands over an opening notrump. A popular method is a direct jump to 3 or 3 showing the singleton; I happen to use 2 followed by 3 of a major for such hands. But my philosophy is that responder (to a 15-17 notrump) needs about 11+ hcp outside the short suit to employ the gadget; with 9 or 10 just gamble 3NT. This make the bid more slammish and completely game forcing -- no stopping in four of a minor. How many here agree?

For a specific example, I held as West Q64 9 K984 AQ843 on board 6 of Wednesday afternoon's Common game, and used our gadget. Demote the K to the J and I would've jumped straight to 3NT.
