2D is alerted and explained as both majors 4-10. 

If the preemptor open 2D routinely with 4-4 is it unusual ?

I think most will agree that the bid SHOULD be explained as both M at least 4-4, 4-10.

But assuming they didnt mention that 4-4 is possible could declarer have a claim for incomplete information if he misplay the hand because he tought both majors is at least 54/45 or better ?

What if declarer knew that 4-4 is somewhat possible (because he already played vs these Ekren preempt) does it change something ? Does he now have the burden to ask for more precise explanations ?

Declarer should ask if 4-4 is possible, if he doesnt ask hes got no recourse.
4-4 for 2 suiter is too unusual/unexpected so its incomplete information irrelevant of declarer experience.
If declarer knew that 4-4 is possible hes got no recourse since he should have asked, but if he didnt know hes can hope for a recourse.
Declarer may not have recourse but EW should at least get a warning or a PP.
