Overcalling a 3 level preempt

A few days ago i was told i needed at least 16 HCP in order to overcall over a 3 level preempt.

My understanding of the situation is that shape is paramount, and the one who is short in opponent's suit should take the first step.

I have a Mike Lawrence´s book titled "The complete book on overcalls" but it hasn't a single word about overcalling over preempts.

I googled too but found very little info about the subject. (Also, i'm aware of Leaping Michaels applied to these situations).

Do you have any particular guidelines on the subject?

 

The reason i'm posting this is because, at IMPs, V vs NV, after a first seat 3 spade opening i was dealt:

 Partner converted my double for 800; yet we had an easy 12 tricks contract in diamonds.
