Psych off Flannery in 3rd Seat?

Playing in the D6 NAP Flight A Finals, we had the following hand occur:

Wests opening bid was alerted as Flannery (no additional information asked or given).  We finished 1 dwn in 4C and after the hand I called the director to report the psych of an artificial opening bid.  The director said he would take a look at the hand and continue with the rest of the round.  When the director left, West made some comment to the affect of "You must not be from Washington - that is how we do things around here" with a further comment about the B game being in the other side of the room.  [I did not call the director for a zero tolerance at this time, but later report this comment as well].    

The director later reported that he was changing the score to 3H -1 for EW, and was assigning a 1/2 board procedural penalty, but he could not access a ZT penalty because I did not call him when the comment was made.  

 

The director handled everything correctly, including the score adjustment and PP
The score adjustment was correct but there should be no PP
The Score adjustment was correct but there should have been a ZT penalty in addition to the PP
The score adjustment was wrong (please give your adjustment below)
I was too sensitive, why even bother calling the director - this is how Top level bridge is played
East fielded West Psych by not taking additional actions
