Responder's new suit after opener rebids suit

In 2/1 (or standard):

After opener rebids his original suit, is a new suit by (unpassed) responder forcing?

Or is this rebid similar to a 1NT rebid in describing and limiting opener's hand enough that a new suit is no longer forcing (unless it is a reverse or jump)?

Partner and I disagreed about this and nearly missed a good game (fortunately, opener had a 2 preference).

A related question would be what opener needs to have to give a non-minimum third bid.

South can be minimum, 2 is not forcing.
South should have some extras, 2 is encouraging but not forcing.
South definitely has extras, 2 is forcing (one round)
