Sectional, pre registration, pre payment?

I know BW and ACBL are offering  pre registration and payment for entry to NABC events, I am wondering if any ACBL units are providing the same for entry to Sectionals/Regionals?

Or other countries,  is  anyone providing the service at a local level?
