Six-Table Howell Question

For movement wonks:  I noticed today that in the standard six-table (9-round) Howell movement, the semi-stationary pairs 10 and 11 play 24 boards in the same direction and 3 in the opposite direction.  (Pair 11 had a hand operation so pair 10 sorted cards.  Both pairs change directions three times, but always so that 10 and 11 play boards in the same direction.)  This seems perverse: is it an accident?
