Playing precision and spiral and 14-16 NT openers, in first seat red against red, I picked up the following hand:

With the opponents passing through-out, our auction went like this:
Not being sure if my partner was trying to decide between 3NT and 4S, between 3S and 4S or between 3NT and bidding beyond, I responded 3C—a minimum with 3 pieces. My partner bid 3S, in his mind to place the contract. I decided with the spade fit now known to re-evaluate my hand and bid on to 4S which was down 1.
My question is three-fold:
1—Was the 3C bid appropriate at the time
2—Is it possible to have a hand that initially bid as a minimum which is re-evaluated after the fit is known and therefore warrants a raise to 4 and
3—If it is possible to have such a hand, is this such a hand.
