The ACBL and the 15 second rule

As we saw yesterday at the national level...and, as I experienced last month at a regional...we suddenly have the 15 second rule:

 

if you take 16 seconds to make a bid, your partner is assumed to have Ul and his subsequent bids can be changed as Directors, opponents, and others desire. 

 

How did we get here? Was this ever debated at any level? Why is it 15 seconds? Even in the NBA they allow you 24 seconds. Is there any science of bidding that prescribes all bids within 15 seconds? Maybe I missed this chapter when I read Culbertson....

 

Why are the penalized players often among the fastest and those benefiting among the slowest?
