"Under strength" 2 opening bid - ruling?

Board 22 of the yesterday (Tuesday) afternoon Common Game.  Dealer East with only East-West vulnerable opens 2 strong and artificial holding

The player who did this is a below average player who has been "officially" warned by club management and our club directors multiple times about opening 2 on hands far below the normal "standard".  (I've personally witnessed this person open 2 on hands clearly worse than this one.)  The final contract was 4 by N/S which went down 1 on two top diamonds, a diamond ruff, and the spade ace.

The Director was called after completion of the play and was asked for a ruling with regard to the under strength 2 opening.

How would you rule?  (Yes, I do understand the specific auction might affect your answer, but I was unable to obtain how the auction resulted in a 4 contract, and I was not told it was a doubled contract.)
