This appeal arose from the penultimate round of an Australian country congress swiss teams event.  West is an expert player with lots of masterpoints, a few national finals, state representative teams, etc.  The opening lead was a deceptive 6 with North-South's leading agreements vs NT being 2nd highest from 3-small or 4-small and top of doubleton.

West claimed 13 tricks on the opening lead with a claim statement of "I've got 5, 2, 2 and that lead gives me 4". No cards were played and North called the director pointing out that if South plays low, declarer only has 3 tricks.

Paying a good deal of respect to West's declarer-playing abilities, the director ruled 13-tricks on the basis that had West played the hand out, he soon would've realised that he didn't have 13 top tricks and would run the  suit, test  and ultimately make on the one-way  finesse or some other pop-up squeeze.

With some 30 imps swinging on the ruling (6NT+1 in the other room) the ruling was appealed arguing that there were a number of "careless or inferior" lines of play which would fail, such as taking a  finesse through North.
