Partner's spade 7 is discouraging or odd count (he would play the Q from Q7, of course) and his s2 is even remaining count (he would not void himself in spades this early unless forced, and that seems unlikely)

Opponents are playing 15-17 1NT, so it seems clear that RHO was dealt 2=4=5=2 and decided to treat his hand as a big notrump.  (edit - or a small NT)
