You are playing precision, partner's 1 is limited to about 15 hcp.

You are in west seat, and you alert your 2, and your partner's pass of 2 (no enquiry by south)

2 by east would be the weakest action, pass of 2 says atleast some interest. (your pdship rarely opens 11 balanced/semibal)

South bids 3C - no alert. Your pass of 3C says you are no longer in force, you do not wish to compete to 3.

When tray comes back with 3 from east, you see that South is visibly surprised to see his partner's pass of 3. At this stage, he asks about your 2 and your partner's pass, and then passes.

Now you inquire about 3, and he tells you that he had meant 3 to be a good raise to 3. He had not noticed that you were a passed hand, and assumed that your 2 was seminatural.

You call the director, claiming that even if South meant 3 to be raise in diamonds, he needed to alert. In which case you'd take an immediate action rather than pass. Your pass was based on the assumption that south held clubs. You further state to director in private that had you received an alert, you wd overbid a little by bidding 3, and then reject any game tries by pd. If he bids 4 by himself, great. 

Now you are forced to guess in a situation that you'd never legitimately face.

Director asks you to continue. Afraid of missing a vulnerable game, and placing partner with some club length (due to lack of negative dbl of 3C), you bid 4

Partner ofcourse has a weak hand, and was only competing to his level of law - table result 4 -1, which director allows to stand.

 

You ask for a review, paying a deposit. How wd you rule as a reviewer?

Roll back to 3 making, in light of right information they wd never get to 4.
Table result stands, EW shd've been able to stop in a partial regardless, procedural penalty to NS (lack of alert) deposit returned,
