Hand 5 of yesterday's common game and therefore a reach hand.  Commentary by Chip and Marty is available.  After two passes, South opens two diamonds, obviously a max for that action.  Two spades by west, three diamonds by north, fours spades by east, long hesitation by south pass, pass, five diamonds by north.  Now I'm called to the table.

Pulling out a hand record, I can see north-south makes five diamonds at least double dummy.  The table is already far behind and I have to tell them something so they can start play.  So my ruling is pass is a logical alternative and we'll play four spades.

On the typical king of clubs lead against diamonds, some people make five but most people don't.  I can see south stuck in her hand banging down the ace of diamonds in desperation with no quick entry to the board.  But I probably improved their score.

Do I promise East-West an improvement to their score?  They wanted me to alter the contract and so I did.  The hesitation isn't in itself a violation nor is having a difference of opinion on what constitutes a logical alternative.  In blatant cases I can issue a penalty.
