What East should bid over 3H is I think an interesting problem, but if West is capable of passing 3S then clearly the partnership system discussion should have gone nowhere near ‘transfer responses to overcalls’ - maybe ‘Stayman & Blackwood’ is about right.
Seriously, why is this ‘problem’ here? If your partner has acknowledged that he/she lost their mind then you're just being cruel, if not then you should be looking for a new partner.

You have this spot on,16-19 with long minor opposite 5-7 is a weak area compared to natural, any ‘fix’ will just move the problem somewhere else.

I don't want to do the ‘self serving’ thing to death but when someone says ‘'2NT is forcing’' then if there's no proof then you can ignore it without casting doubt on their integrity.

You are correct to say that the decisions should be looked at in the light of the players' agreements - as long as they are backed up by system notes.
If there are no substantiating notes then ‘self serving’ statements should be disregarded, that should not be construed as disbelieving the players.

In a different thread an observation was made re ‘name’ players tending to get better rulings, this seemed to upset some people. I joined the discussion and pointed out that a perusal of the hundreds of appeals in the ACBL casebooks files would suggest this was indeed the case.
The appeal that I referenced above was purely a reaction to Mr Yates wondering if Meckwell were unblemished re tempo issues.

Do the top players tend to get the better of it?
Well, my impression having ploughed through the 15 years plus of appeals in the ACBL case books a while ago is that there is no question of it - particularly re the initial director ruling.

Polly
If you're still keen on the fundamentals then ‘Goren on play & defence’ is an excellent manual.
Reese has been mentioned several times - his ‘over the shoulder’ books are unbeatable for the dual purpose of instruction and entertainment.Maybe the best is the compilation ‘Practical bidding and Practical play’though you may find that to modern American eyes that the bidding section has too many ‘strange’auctions.
Stay away from ‘The Rodwell files’ this is not suitable for what you want.

You have omitted the 3rd option(which I prefer) - pay,and have nothing to do with him again whilst advertising what a piece of work he is(which you have)

Thank you Barry - many years ago(so many you were still British!)I played against you in the Tollemache, and unprompted you offered up what you considered was the best defence to the romanesque 2C bid you were playing.Active ethics was way in the future but you made a very good impression on me.

Success already - thank you,my obsession with thinking the opener was 4NT has given me all this grief - only the book needed now!

This has been a very entertaining discussion, almost as good as the comments re the Rosenblum encounter between Germany and Canada. I hope that none of those in the pro Meckwell camp were critical of the Germans - were they not simply following the rules?
