I would have bid 2 at the first opportunity, but now I have a problem. Partner's hesitation strongly suggests that I bid, so I won't.

Doesn't seem like a tricky bid to cope with, presumably a 2NT relay follows and opener shows their suit. You can then bid as if they had just opened 3/.

Players aren't usually aware that they are playing an unauthorised method; seems reasonable to see if damage occurs on this hand and then prohibit its use thereafter.

Directors should aim to achieve a fair bridge result on each hand where possible; automatic penalties should be avoided.

Ian: put yourself in your opps seat, they are entitled to know what your agreements are, both explicit and implicit.
Are you describing your agreements both accurately and fully?

It seems to me that your 1NT opening bid is more of a bucket bid than a traditional balanced opener. I think it would be better to alert it rather than announce a misleading range.
