First of all Jim, it's terrible form to accuse a committee of being incapable. Second of all you're actually committing an offense as stated in the rules of conduct. http://www.acbl.org/acbl-content/wp-content/uploads/2014/02/CDR-20151.pdf page 54 C10, publicly accuse another player of unethical bridge behavior. I'm not going to discuss the matter on the technical stuff but perhaps you should try to refrain from comments like this.

1 1 (negative 0-7 with max 2 controls or stronger with max 1 control)
1 (20+) 1NT (showing 4+ and not a flat hand now GF)

In my opinion both should be alerted. My main reason for this is the fact that if you don't the opponents will get the wrong idea about the hand. It is your responsibility that they know that you're bids differ substantially from the “normal” approach.
