Richard, so are you saying that the Prosecution Panel could not be used to silence criticism of the EBU or will it only deal with unfair play. Respected international players have dubbed actions by an EBU Laws and Ethics committee member to be ‘Disgraceful’ and ‘Shameful’ and yet it appears that the chairman would like to draw a veil over it all.

How good a guesser are you ? I'd draw 2 rounds of trumps and play a club to the J, later finessing the 9. (losing to various Qx, AQx with West)

A few more facts.
North's words to the director were “It wasn't a tank”. Agreed but neither was it a twitch.
E/W rarely open a balanced 11 count so the raise to game was likely to be max with 3cd support. A quick calculation gives North as little as 2 points.

The approach of HMRC and its Offshore Disclosure Facility springs to mind. Tax fraudsters in the UK were encouraged to come forward voluntarily and by doing so were treated more leniently.
For me a lot depends on how long ago PS gave up cheating. If it was last week the penalty should be not much less than FS and FN. But if it was some time ago, I'd be quite lenient.

This set of hands is a joke as many of the actions are normal or logical alternatives. A very quick flip through but all we have here is the 1nt lead and the non alert of 5dx.
