For us a good hand has two controls outside the trump suit and a good suit 2 of top 3 of top 5 (other than QJT)

This of course varies as Frances mentions above. The best I've seen was the Norwegian team which wrote down the meaning for every bid that they or their pd made.
But for the most part, all players I've played against behind screens will alert and explain both alertable bids and those with unusual meanings

Could possibly grade the west hand to 20 pt.s - 3 aces and 2 kings feels closer to a 2NT opener than 1D followed by 2N. (but I don't know your system of course).
When I first looked at the hand, I thought east should have asked over 4C and gave them a charge, but Kit has a point about the D control.
And of course, everyone's pointed out that bidding not bidding 6 of a red over 6C was a mistake

A lot of the problems with these auctions is 2N is often better minor Lebensohl (depending on agreements). It costs on this hand, but probably is better in the long run.

I like the auction until the push over 4H. 4H limits the hand (4D would have been last train) so now N knows S is limited. With only 2 pt.s and 4 cds in pd's suits, passing seems prudent
