so something like xxxx Kxx Kxx Qxx ? I am trying to construct hands that could neither make a negative double nor bid 1NT and yet wants to compete to the 3 level. Seems like must be an 8 or 9 count, flat, no spade cards. Is that about right?

The purpose of the poll was to see if folks treated partner's double as penalty or "action" (although I am not 100% sure I know what an action double is :-)

I agree I could have dble'd 2S ... very close. Add as little as the club J or the Diamond Q (to make the holding QTx) and I certainly would have dble'd 2S
