I think dbl gives you the most flexibility here, if pd responds hrts that is great if he responds dia then 2nt seems to be the best bid with all the soft values and I can raise 2 spades to 3 if that is his bid.

I see no need to bid here, there is no guarantee that the opps have any makeable game and if I bid we could easily go minus 200 or more with them having at best a partial in a minor.
