I think that WBF and NBOs have nothing to do with this "professionals'" stuff. They should care more about amateurs.
Professionals should have their own "Professional Bridge Association" (or something like this) with appropriate regulations etc.
It could work OK unless big money involved.
Even modern American bridge was invented by Russians :)
