Penalize them for preparing the board. I never get 28 HCP, let alone twice!

East preempted with 2 because his partner had a passed hand. Maybe that's not good, but it's reasonable. So easy to criticize when seeing both hands. I would vote 40% East (2 was not good decision on this hand), 20% West for not jumping to 4 ...

In competitive bidding it is very important to show what suits you have. You're nowhere if they overcall 3M or 4M. I also think you don't need to have so many ranges for minor suit raises. After all, bridge is about the major suits.
