Bidding 3NT is probably the easiest. Chances of opponents starting with 7 spades while east did not raise in spade is not so imo. After double we get into trouble, 4ha may be still the best spot but the only way to get there is if i start with 3nt ...

Overbidding this hand is a much bigger problem then underbidding it. There is no problem with this hand in underbidding it with 2d. If pard has extra he will continue over 2d (with probably, 2sp, 2nt or 3cl) and we will have no problem in getting into the best manch.
