West opened 2C which was alerted and described as "Benji - 19-20 balanced or 8 playing tricks". North did not ask for an explanation before bidding, but South did.

4H went only one off whereas 5D was bid and made at the other table (imp scoring).

1) Who, if anyone, is to blame for missing game?

2) How should the 2C opener be described? While the West hand is clearly not 8 playing tricks I think it's legal, as it does meet the other criteria for a strong bid (16+ points or extended rule of 25 - this was in England)
