Balking at the Bidding Box

The poll covered what happened at my table.  2 made 3 (-140) with my partner commenting after the hand that we probably make 4.  The overwhelming majority of the poll respondents would have passed, as my partner did.

 

The interesting stuff happened at the other table.  Before the auction started, East reached for the bidding box toward the top end where the bid cards are: not the bottom where the pass cards are kept.  The three other players reminded her that it was not her turn to bid and she withdrew her hand from the bidding box.  Now North opened the bidding as indicated and East passed.

 

As West, what would you do now?

I would pass without the UI and I pass now.
I would bid 3 without the UI, but partner's actions have put ethical constraints on me.
I would bid 3 without or with the UI.
I was going to pass, but now I bid 3 knowing partner has values(it's cheating only if you get caught).
South should have let East bid out of turn then called the director.
Something else (please explain).
