Bidding a Strong Hand Across From a Negative Double

We had an auction go 1 (1) D'ble (Pass) 3. I thought 3 was forcing for a round but partner didn't. He knew I had a club fit but, because he had minimal values and I didn't bid 2, he passed and we missed a game.

It seems to me that cue bidding the overcaller's suit in this situation should show some specific hand types rather than just a general game force, and that jump shifts should be forcing for a round. Does anyone have a well-defined set of agreements for this situation?
