Define 'Fragment'

At the recently held HCL International tournament in Delhi, me and my partner had the following auction (playing on screens):

West showed 5+ spades and 4+ clubs; his 4 bid showed short hearts and 2 or 3 diamonds.

East explained the 4 bid to his screen-mate as a 'Fragment'. West actually held 6=1=2=4.

After the hand had been played, North felt he had been damaged by the explanation. He had assumed that 'fragment' implies a 3 card suit. It was seen in the subsequent discussions that expert opinion was divided on the precise meaning of the term.

My question is: How do you define the term 'Fragment'?

The 3 card suit in a 5-4-3-1 pattern
The 3 card suit in a 5-4-3-1/ 5-5-3-0/ 6-4-3-0 pattern
The third suit, could be 2 or 3 cards
