Difficult Ruling

The following came up in the Jacoby Swiss Teams (no screens).  I think it is a very difficult decision for a director and/or committee.

1:  Precision style, 11-15, 5+ hearts

1:  May be 4-card suit.  Not playing Flannery.

1NT: 13-15 (1NT opener would have been 10-12), almost certainly some 5-3-3-2 shape.  Raising to 2 is permissable with 3-card support, but seldom done on a balanced hand unless the hand is very suit-oriented.

2:  Signoff, no game interest.  The pair is playing 2-way checkback, so South had available 2 (forcing 2) followed by 2 if South wished to invite.  An immediate jump to 2 by South would have been a strong jump shift.

There was a BIT before the 2 call.

3:  In principle a call North isn't expected to be making since South showed no game interest.  Obviously North would have to have a super-max with 3-card spade support in order to justify the call.

West chose an unfortunate 5 of diamonds lead, low from dummy, and East's queen lost to South's ace.  South took 2 rounds of trumps and then 3 top hearts discarding a club.  South had the entries to establish the long heart for his tenth trick.

This has nothing to do with the question at hand, but as an aside could East have found a small diamond play at trick 1 without giving it away?  Declarer still should make by taking 2 top trumps and then when he gets the bad news going after his diamond ruff before touching hearts.  It is easy to see how a declarer might be careless since he would be confident that the diamond queen is onside.  Of course if this is the time partner picked to be brilliant and underlead an ace, playing small at trick 1 wouldn't be so clever.
