Equity?

Going into the final board of the Lavenderish Pairs, E-W has a slight lead over N-S, with 5 other pairs  very close behind. This is the final hand:

East happily plays his two aces, and continues a . North, in total shock, neglects to claim, and dazedly plays off his 11 top tricks one by one. West, having nothing to contribute to the play, and overjoyed that his side will be getting a massive top, pays little attention to what is going on, and manages to renege at trick 2. Aware of the renege by the end of play, North calls the director, who awards one more trick to N-S. This changes the N-S score from -400 to +2110. This change in score gives N-S first overall in the event, and plummets E-W from second to seventh.

With  the hope that there will be no football offside analogies, the question is .....is it really equitable to massively reward N-S for being in a ridiculous contract? Would it be more equitable to let the table result of down one stand, and assign a procedural penalty to E-W? Should the current law re reneges be changed to allow for situations like the above?
