Handling interference over a strong 2 opener

When the opponents bid a suit after partner opens a strong 2, I understand that the common treatment is that Double shows a bust hand, that Pass shows a waiting hand with some values, and that bidding a suit is positive and GF.  My question is whether this treatment holds at all levels of interference.  Is there some point at which it makes sense to reverse the meanings of X and Pass by responder?  I realize that high levels of interference over 2 are quite rare...
