Multi-section or web - which is best?

A player told me earlier today that a recent event at a regional in Farmington Hills, Michigan had a 22 (yes, 22!) table single section for a 2-session open pair event.  (http://live.acbl.org/event/1805022/1701/1/recap).  I found that surprising and my initial impression was that it would be far better (and fairer) to have two 11-table sections.  Then I remembered that a web movement might be have been used.  And it appears that is what was used, although I'm curious who constructed the movement because it doesn't match the 22 table 13 round Web Mitchell that I found in Tim Hill's excellent Web Mitchell material.

This led me to consider the following question:  Which is better with 20 to 25 tables, (1) a Web Mitchell or (2) splitting into two equal size sections with matchpointing across the field?
